KIEV -- The first phase of the inquiry into the crash of a Ukrainian Antonov-140 passenger plane in Iran on December 23 has been completed, the chief of the Ukrainian government commission looking into the causes of the crash said Friday.

Some 44 people were killed in the crash, 39 Ukrainians and five Russians, said Industrial Policies Minister Anatoly Myalitsa.

"Data from all objective control devices -- ground and cockpit voice recorders and flight data recorders -- have been retrieved, interpreted and synchronized, and the voices of crewmembers identified. There is no evidence of a technical failure," Myalitsa said.

The Antonov-140 flew into a mountain due to a considerable deviation from the usual approach route to Isfahan Airport. The part of the flight that occurred within the zone of responsibility of airport traffic controllers has been studied and modeled.
